Reclassifies small water and sewer companies from Class C to Class B or lower for purposes of exemption from Arkansas Public Service Commission regulation under the uniform system of accounts.

Allows water companies with combined annual operating revenues exceeding $400,000 for the three fiscal years immediately preceding petition filing to petition the Arkansas Public Service Commission for voluntary jurisdiction.

Permits both the company itself and a majority of metered customers to petition the Arkansas Public Service Commission for inclusion under its jurisdiction, with the commission determining petition sufficiency at a public hearing.

Exempts nonprofit corporations formed under Arkansas nonprofit corporation laws, improvement districts, and water distribution districts from these regulatory provisions regardless of size.

Requires the Arkansas Public Service Commission to adopt rules governing the petition process and authorizes the commission to request lists of metered customers from Class B or lower water and sewer companies.
