Appropriates $400,000 to the Arkansas Natural Resources Commission from the General Improvement Fund for grants and projects including water and wastewater systems, levee repair, flood control, drainage, fire protection services, and irrigation projects.

Authorizes the Commission to accept and use grants, donations, and Federal funds to supplement State Treasury funds for financing project costs.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Specifies that appropriations must align with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and Legislative Council or Joint Budget Committee records.

Declares an emergency effective July 1, 2013 to ensure immediate operation of the agency and prevent irreparable harm to essential governmental programs.
