Appropriates $400,000 to the Department of Human Services - Division of Developmental Disabilities Services for a grant to a transitional living shelter serving women 18 or older who have been treated for mental, physical, or emotional disabilities.

Grant funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses.

Appropriations are not restricted by requirements applicable to other programs and new rules and regulations may be adopted to carry out the intent of the General Assembly.

Funds may be supplemented by grants, donations, Federal funds, and unobligated cash income, provided that existing maintenance and general operations funds for the agency shall not be used for these purposes.

Act becomes effective July 1, 2013, with an emergency clause declaring the immediate effectiveness necessary for proper agency operation.
