Appropriates $400,000 from the General Improvement Fund to the Department of Human Services - Division of Aging and Adult Services for Meals on Wheels provider grants.

Authorized uses of grant funds include construction, renovation, personal services, operating expenses, equipment purchase, and major maintenance.

Allows new rules and regulations to be adopted to implement the appropriation without restriction by requirements applicable to other programs.

Permits receiving institutions and agencies to supplement state funds with grants, donations, and federal funds for project financing.

Act becomes effective July 1, 2013, with emergency declaration due to constitutional restrictions on multi-year appropriations.
