Appropriates $400,000 from the General Improvement Fund to the Department of Human Services - Division of Behavioral Health for grants to treatment programs serving abused women.

Grants may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses.

Allows the department to adopt new rules and regulations to implement the appropriation without restrictions from other program requirements.

Permits recipient institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Becomes effective July 1, 2013, with emergency clause declaring immediate implementation necessary for agency operations.
