Appropriates $89,000 to the Arkansas Department of Education from the General Improvement Fund for grants, personal services, and operating expenses for entrepreneurship and broadband technology education programs.

Authorizes the Department of Education to adopt new rules and regulations to carry out the intent of the appropriation without restriction by requirements applicable to other programs.

Permits institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income, but prohibits use of maintenance and general operations funds for these appropriated purposes.

Requires strict compliance with state purchasing, accounting, budgeting, and revenue stabilization laws in disbursement of funds unless otherwise specified by law.

Declares the act effective July 1, 2013 as an emergency measure necessary for proper agency operation.
