Appropriates $400,000 to the University of Arkansas at Pine Bluff for literacy services, tutoring, and adult education programs.

Appropriates an additional $400,000 for off-main-campus literacy services, tutoring, and adult education programs, totaling $800,000.

Funds are payable from the General Improvement Fund and may be supplemented with grants, donations, and Federal funds without exceeding available state treasury funds.

Requires strict compliance with state purchasing, accounting, budgeting, and fiscal control laws in fund disbursement unless specifically exempted by law.

Effective July 1, 2013 as an emergency measure necessary for the operation of the agency and continuation of essential educational programs.
