Appropriates $400,000 to the University of Arkansas - Fayetteville from the General Improvement Fund for personal services and operating expenses of educational programs.

Institutions may supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance project costs.

Funds must comply with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations administered by the Department of Finance and Administration.

Requires all disbursed funds to align with stated reasons in Agency Requests, Executive Recommendations, and Legislative Recommendations from budget manuals and legislative minutes.

Effective July 1, 2013 with emergency clause declaration to ensure immediate operation of the university's essential programs.
