Appropriates $200,000 to the Department of Rural Services for grants to Arkansas Boys and Girls Clubs for operating, construction, improvements, equipment, renovation, and maintenance expenses related to youth program activities.

Appropriates $200,000 to the Department of Rural Services for grants to fire departments, counties, municipalities, or other eligible entities for fire protection, search and rescue, emergency medical services, and emergency management programs.

Appropriates $1,000,000 to the Department of Rural Services for grants to fire departments, counties, municipalities, or other eligible entities for public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection, and cemeteries.

Authorizes the Department of Rural Services to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing.

Establishes an emergency effective date of July 1, 2013 to ensure agency operations and directs funds to be used in compliance with stated legislative intent as documented in budget manuals and legislative council minutes.
