Appropriates $727,167 from cash funds for personal services and operating expenses, including $318,689 for regular salaries, $118,308 for personal services matching, and $290,170 for maintenance, general operations, conferences, travel, and professional fees.

Appropriates an additional $40,000 from cash funds for operating expenses related to disciplinary hearings.

Requires all disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other fiscal control laws of Arkansas.

Makes the act effective July 1, 2013, declaring an emergency due to constitutional restrictions on appropriations exceeding one-year periods.
