Appropriates $500,000 to the University of Arkansas for Garvan Woodland Gardens from the General Improvement Fund for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, library resources, personal services, and operating expenses.

Authorizes the University to accept grants, donations (including Federal funds), and use unobligated cash income to supplement State Treasury funds for project financing.

Prohibits using existing Maintenance and General Operations appropriations for purposes covered by this appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency effective July 1, 2013, citing the Arkansas Constitution's one-year appropriation limit and the need for immediate agency operation.
