Appropriates $10,000,000 from the General Improvement Fund to the Arkansas Waterways Commission for twelve-foot channel certification on the Arkansas River, covering grants, personal services, operating expenses, professional fees, construction, and equipment.

Appropriates $10,000,000 from federal funds designated by the Chief Fiscal Officer of the State for the same twelve-foot channel certification project on the Arkansas River.

Appropriates $10,000,000 from cash funds as defined by Arkansas Code 19-4-801 to the Arkansas Waterways Commission for twelve-foot channel certification on the Arkansas River.

Allows the Arkansas Waterways Commission to adopt new rules and regulations to carry out the appropriations and permits acceptance of additional grants, donations, and federal funds to supplement state funding.

Establishes an effective date of July 1, 2013, with an emergency clause finding that the appropriations are essential to agency operations.
