Appropriates $250,000 to SAU-Tech for the Arkansas Fire Training Academy from the General Improvement Fund for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and operations.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows institutions to accept grants, donations, and Federal funds to supplement the appropriation.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Stipulates that appropriations must be used consistent with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative records.

Declares an emergency effective July 1, 2013, citing constitutional restrictions on multi-year appropriations and the need for immediate operation of the academy.
