Appropriates $250,000 from the General Improvement Fund to the University of Arkansas for Medical Sciences for maintenance and general operations of the Area Health Education Center - North Central Family Medicine Residency Program

Prohibits contract awards or obligations exceeding State Treasury funds actually available, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws during fund disbursement

Directs that funds be used in compliance with stated reasons documented in budget manuals, Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee

Declares an emergency effective July 1, 2013, citing the Constitutional one-year appropriation limit and the essential need for timely operation of the agency
