Appropriates $250,000 to the University of Arkansas for Medical Sciences from the General Improvement Fund for development, implementation, and operation of a Sports Medicine Fellowship at the Area Health Education Center - Northwest.

Allows the receiving institution to accept and use grants, donations, and Federal funds to supplement State Treasury funds for the project without redirecting existing Maintenance and General Operations appropriations.

Requires strict compliance with Arkansas State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Directs that funds must be used in compliance with stated reasons documented in Agency Requests, Executive Recommendations, Legislative Recommendations, budget manuals, and official legislative minutes.

Declares an emergency effective July 1, 2013, citing the one-year appropriation limitation in the Arkansas Constitution and the essential nature of the funding for agency operations.
