Appropriates $250,000 from the General Improvement Fund to the Department of Human Services for grants supporting community-based programs serving homeless populations statewide.

Funds may be used for operational expenses, program services, construction, and equipment for Adult Education and Workforce Training Centers.

Department is authorized to adopt new rules and regulations to implement the appropriations without being restricted by requirements applicable to other programs.

Allows recipient institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Takes effect July 1, 2013 with an emergency clause declaring the appropriation essential to agency operations and public welfare.
