Appropriates $5,000,000 from the General Improvement Fund to the Department of Information Systems for connecting public schools to the Arkansas Wireless Information Network system for rapid first-responder notification.

Funded activities include equipment, software, installation, training, personal services, and operating expenses related to the school safety communications project.

Permits institutions and agencies to supplement state funds with grants, donations including Federal funds, and unobligated cash income, provided Maintenance and General Operations funds are not diverted for this purpose.

Requires strict compliance with state purchasing, accounting, budgetary procedures, and fiscal control laws in disbursing funds unless specifically exempted by law.

Effective July 1, 2013, with an emergency clause declaring the appropriation essential to agency operations and public safety.
