Appropriates $691,500 to the University of Arkansas Criminal Justice Institute from the General Improvement Fund for education and training programs related to school and campus safety.

Funding supports training for school, law enforcement, judicial, medical, and other personnel to strengthen public school and campus safety, identify and protect drug-affected children, and prevent and respond to school violence.

Institutions may supplement state funds with grants, donations, federal funds, and unobligated cash income, but existing maintenance and operations funding cannot be redirected for these purposes.

All disbursements must comply with Arkansas state purchasing laws, accounting procedures, revenue stabilization law, and fiscal control regulations promulgated by the Department of Finance and Administration.

Act takes effect July 1, 2013 as an emergency measure to ensure immediate implementation of essential governmental programs related to public safety.
