Appropriates $1,000,000 from the General Improvement Fund to the Auditor of State for personal services and operating expenses for Drug Court Juvenile Probation and Intake Officers.

Prohibits contract awards or obligations exceeding available State Treasury funds, but permits the agency to supplement appropriations with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Establishes that funds must be used in compliance with stated reasons for adoption as documented in budget manuals, Agency Requests, Executive Recommendations, and Legislative Council or Joint Budget Committee records.

Declares an emergency effective July 1, 2013, citing the constitutional one-year appropriation limit and the essential need for immediate agency funding.
