Appropriates $1,000,000 to the Department of Arkansas State Police from the General Improvement Fund for maintenance, renovation, construction, equipping, improvement, upgrade, land acquisition, and repairs.

Exempts the appropriation from restrictions applicable to other state programs and authorizes the department to adopt new rules and regulations to carry out the appropriation.

Allows the department to supplement state funds with grants, donations, federal funds, and unobligated cash income, but prohibits use of maintenance and general operations funds for these purposes.

Requires strict compliance with state purchasing, accounting, budgeting, revenue stabilization, and fiscal control laws unless specifically provided otherwise by law.

Takes effect July 1, 2013 as an emergency measure deemed necessary for immediate agency operations and preservation of public peace, health, and safety.
