Appropriates $5,000,000 from the General Improvement Fund to the Department of Education's Division of Public School Academic Facilities and Transportation for grants, personal services, and operating expenses for a Compressed Natural Gas (CNG) School Bus Pilot Program.

Authorizes the Department to adopt new rules and regulations to carry out the program without restrictions from requirements applicable to other programs currently administered.

Permits the Department to accept and use grants, donations, and Federal funds to supplement State Treasury funds for the program, but prohibits use of existing Maintenance and General Operations appropriations.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective date of July 1, 2013, as required by Arkansas Constitution for appropriations, to ensure immediate implementation of the program.
