Amends Arkansas Code § 6-80-105(a)(5) to exclude federal aid, state aid, and other aid received by active members of the armed forces, National Guard members, reserve component members, and their spouses from the definition of "student aid package" for scholarship stacking purposes

Modifies Arkansas Code § 6-80-106(a)(1)(B)(iv) to exclude scholarships made to students who qualify for a maximum Pell Grant from counting toward academic scholarship expenditure limitations

Modifies Arkansas Code § 6-80-106(a)(2)(B) to exclude scholarships made to students who qualify for a maximum Pell Grant from counting toward performance scholarship expenditure limitations
