Appropriates $250,000 to the Department of Human Services - Division of Youth Services for grants to community-based and juvenile delinquency prevention programs.

Authorized funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses.

Funds payable from the General Improvement Fund or successor fund accounts, with authority to supplement using federal grants, donations, and unobligated cash income.

Appropriations exempt from restrictions applicable to other programs, with authority to adopt new rules and regulations to carry out the intent of the General Assembly.

Effective date July 1, 2013, declared as emergency legislation necessary for agency operations and preservation of essential governmental programs.
