Appropriates $500,000 from the General Improvement Fund to the Department of Arkansas Heritage for matching grants.

Funds designated for construction, improvements, renovation, equipping, supplies, upgrades, operating expenses and maintenance for historical monuments, markers, structures, tours, and documents related to African American Arkansans.

Authorizes the Department of Arkansas Heritage to adopt new rules and regulations to implement the appropriation without restriction by requirements applicable to other programs.

Permits the Department to accept and use grants, donations, and Federal funds to supplement state treasury funds for project financing.

Effective date July 1, 2013, with an emergency clause declaring immediate effectiveness necessary for essential governmental operations.
