Prohibits contracts or obligations from exceeding available State Treasury funds, but allows the university to accept grants, donations, and federal funds to supplement the appropriation.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations in disbursement of funds.

Mandates that funds be used in compliance with stated reasons in budget manuals, agency requests, and legislative recommendations as documented by the Department of Finance and Administration.
