Appropriates $250,000 to the Department of Arkansas Heritage from the General Improvement Fund for grants supporting museum maintenance, operations, construction, repairs, and equipment.

Allows the Department to adopt new rules and regulations to implement the appropriations without restriction from other program requirements.

Permits receiving institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in fund disbursement.

Becomes effective July 1, 2013 under emergency clause to ensure continuous operation of the Department of Arkansas Heritage.
