Increases State Board of Election Commissioners membership from 7 to 9 members, adding one person designated by the President Pro Tempore of the Senate and one person designated by the Lieutenant Governor.

Changes appointment authority for Governor's designee from two positions (one county clerk and one county election commissioner with 3+ years experience) to one single designee who serves at the Governor's pleasure.

Establishes four-year terms for members appointed by Democratic and Republican Party chairs, two-year terms for members appointed by legislative leaders, and allows Governor-designated members to serve at the Governor's pleasure.

Increases the affirmative vote requirement for imposing sanctions from 4 members to 5 members of the board.

Declares an emergency effective upon Governor's approval to ensure new board members are oriented before the 2013 annual school election, with current membership terminated effective July 1, 2013.
