Appropriates $30,000 from the General Improvement Fund to the Arkansas Department of Aeronautics for grants to Aviation Training Academies covering personal services, operating expenses, and strategic planning expenses.

Authorizes the Department of Aeronautics to adopt new rules and regulations to carry out the appropriation, without restriction from requirements applicable to other existing programs.

Permits recipient institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance project costs, provided maintenance and general operations funds are not diverted.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective July 1, 2013, citing constitutional restrictions on multi-year appropriations and the essential nature of immediate funding for agency operations.
