Appropriates $25,000 from the General Improvement Fund to the Department of Education for grants to institutes that re-imagine education in traditional public schools, covering personal services, operating expenses, equipment, and maintenance costs.

Exempts the appropriation from restrictions applicable to other state programs, allowing the Department to adopt new rules and regulations to carry out the intent of the General Assembly.

Requires strict compliance with state purchasing, accounting, budgeting, revenue stabilization, and fiscal control laws in disbursement of funds, though institutions may supplement with grants, donations, and federal funds.

Directs that funds be used in compliance with stated reasons for the appropriation as documented in budget manuals, agency requests, executive recommendations, and legislative council or joint budget committee minutes.

Declares an emergency effective July 1, 2013, finding that immediate implementation is essential to agency operations and timely appropriation is necessary for preservation of public peace, health, and safety.
