Appropriates $1,000,000 from the General Improvement Fund to the Economic Development Commission for grants to cities, counties, planning and development districts, and other eligible entities.

Authorized uses include land acquisition, construction, renovation, equipment purchases, industrial site development, port and waterway projects, rail spur construction, road and highway improvements, environmental mitigation, and water and sewer system improvements.

Appropriations are not restricted by requirements applicable to other programs, and new rules and regulations may be adopted to carry out the intent of the General Assembly.

Funds may be supplemented with federal grants, donations, and unobligated cash income, but may not use existing Maintenance and General Operations funds.

Act takes effect July 1, 2013 on an emergency basis to ensure immediate operation of the Economic Development Commission.
