Appropriates $1,000,000 from the General Improvement Fund to the Department of Human Services - Division of Aging and Adult Services for senior citizen center grants.

Authorized uses of funds include construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance of Senior Citizen Centers.

Allows the Division to adopt new rules and regulations to carry out the appropriation, independent of restrictions applicable to other programs.

Permits recipient institutions and agencies to supplement state funds with grants, donations, federal funds, or unobligated cash income.

Takes effect July 1, 2013 as an emergency measure, with provisions requiring compliance with state purchasing, accounting, and fiscal control laws.
