Amends Arkansas Code § 6-13-618(a) to specify that school district boards shall organize at their first regular meeting following certification of either the annual school election results or run-off election results, whichever occurs later.

Requires school district boards to elect a president and vice president from their members, and a secretary who may or may not be a board member.

Modifies Arkansas Code § 6-13-608 to allow unequal term lengths for school board directors when otherwise provided by law, replacing the previous requirement that all terms be of equal length.

Maintains that school board directors serve terms of not less than 3 years nor more than 5 years, with positions staggered so an equal number are filled each year when possible.

Limits holdover service for school board members to one full term; if a person is not elected at the annual election after a holdover term expires, the position becomes vacant and shall be filled according to § 6-13-611.
