Appropriates $100,000 to the University of Arkansas - Fayetteville - College of Education and Health Professions for personal services and general operating expenses of the Partners for Inclusive Communities - Sickle Cell Anemia Task Force.

Funds are payable from the General Improvement Fund or its successor fund or fund accounts, with no contracts or obligations allowed to exceed available State Treasury funds.

Permits institutions to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective date of July 1, 2013, citing the Arkansas Constitution's one-year appropriation limit and the need for immediate agency operation.
