Appropriates $2,000,000 to the University of Arkansas at Little Rock from the General Improvement Fund for personal services, operating expenses, research, and development of viable technologies by the UALR Nanotechnology Center.

Permits the university to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance project costs.

Requires strict compliance with Arkansas state purchasing, accounting, budgetary, revenue stabilization, and fiscal control laws in disbursement of appropriated funds.

Restricts use of existing Maintenance and General Operations appropriations for purposes covered by this act.

Declares an emergency effective date of July 1, 2013 to ensure funds are available for agency operations at the start of the fiscal year.
