Appropriates $250,000 to reimburse LeBonheur Children's Hospital in Memphis, Tennessee for inpatient and outpatient medical services provided to Arkansas patients from the Arkansas Delta region.

Appropriates $250,000 to reimburse Regional Medical Center at Memphis in Memphis, Tennessee for inpatient and outpatient medical services provided to Arkansas patients from the Arkansas Delta region.

Funds are payable from the General Improvement Fund or its successor fund, and institutions may supplement with grants, donations, Federal funds, or unobligated cash income.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursement of funds.

Effective July 1, 2013 as an emergency measure to ensure continued operation of essential governmental programs.
