Appropriates $250,000 to the Secretary of State from the Prepayment of UCC Fees Fund for the fiscal year ending June 30, 2014.

Funds designated for personal services and operating expenses including remitter filing fees, termination fees, record indexing, search requests, copy requests, and related UCC prepayment expenses.

Requires all disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws.

Directs that funds be used in compliance with stated reasons documented in budget manuals, agency requests, legislative recommendations, and Joint Budget Committee minutes.

Declares an emergency effective date of July 1, 2013 to ensure essential operation of the Secretary of State's office.
