Appropriates $1,000,000 from the General Improvement Fund to the Department of Arkansas Heritage for museum grants covering maintenance, operations, construction, repairs, and equipment.

Allows institutions to supplement state funds with grants, donations, Federal funds, and unobligated cash income for projects, but prohibits using existing Maintenance and General Operations appropriations.

Permits the Department of Arkansas Heritage to adopt new rules and regulations to carry out the appropriation without restriction by requirements applicable to other programs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursing funds.

Declares an emergency effective July 1, 2013, citing the Arkansas Constitution's one-year appropriation limit and the necessity for immediate agency operation.
