Appropriates $10,000,000 to Arkansas Tech University from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades/equipment, and library resources.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows the university to supplement with grants, donations, Federal funds, and unobligated cash income.

Restricts use of appropriated funds to stated project purposes only; funds for Maintenance and General Operations cannot be redirected to these improvement projects.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless otherwise specified by law.

Declares an emergency effective July 1, 2013, stating that the appropriation is essential to the agency's operation and that delay beyond this date could cause irreparable harm to governmental programs.
