Appropriates $1,000,000 to the Department of Rural Services for grants to counties for county jail operating, construction, improvements, equipment, renovation, and maintenance expenses.

Appropriates $1,000,000 for grants to fire departments, counties, municipalities, or other eligible entities for public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection, and cemeteries.

Allows the Department of Rural Services to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing.

Prohibits use of appropriated funds in excess of available State Treasury funds and requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws.

Declares the Act effective July 1, 2013 as an emergency measure necessary for immediate agency operations and essential governmental programs.
