Establishes 3 maximum regular employee positions for the Arkansas Tobacco Settlement Commission for fiscal year 2013-2014: Director (Grade C124), Grants Coordinator (Grade C119), and Administrative Specialist III (Grade C112).

Appropriates $2,427,307 total funding for the Commission, including $113,589 for regular salaries, $39,693 for personal services matching, $84,025 for operating expenses, $3,000 for conferences and travel, $1,000,000 for professional fees, and $1,187,000 for tobacco settlement grants.

Requires the Commission to file quarterly progress reports to the Public Health, Welfare and Labor Committees and hire an independent third party to conduct monitoring and evaluation of tobacco settlement fund expenditures.

Mandates the independent third party submit a biennial report to the General Assembly and Governor by August 1 preceding each regular legislative session, accompanied by the Commission's funding recommendations for each program.

Prohibits appropriation transfers except as specifically authorized by the act and restricts use of state funds to replace tobacco settlement funds upon expiration unless separately appropriated by the General Assembly.
