Appropriates $250,000 to the Secretary of State from the Prepayment of UCC Fees Fund for the fiscal year ending June 30, 2013.

Designated funds cover personal services and operating expenses for remitter's filing fees, termination fees, record indexing, search requests, copy requests, and related UCC fee prepayment expenses.

Requires all fund disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws.

Mandates funds be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, legislative recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency clause making the Act effective upon passage and approval due to constitutional one-year appropriation limits and essential agency operations.
