Appropriates $500,000 from the General Improvement Fund to the Department of Finance and Administration - Disbursing Officer for a grant to the Arkansas Health Insurance Alliance.

Grant funds are designated to facilitate access to and enrollment in health care plans in the individual market and to establish a small business health options program for small employers.

Agencies receiving appropriations may supplement state funds with grants, donations, and Federal funds, but existing Maintenance and General Operations funds cannot be redirected for these purposes.

All disbursements must comply with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations unless specifically exempted by law.

Act becomes effective July 1, 2013, with an emergency clause declaring the effective date essential to agency operations.
