Appropriates $500,000 from the General Improvement Fund to the State Insurance Department for a grant to the Arkansas Health Insurance Alliance.

Grant funds facilitate access to and enrollment in health care plans in the individual market and support a small business health options program for small employers.

Recipient institutions may accept and use federal grants, donations, and unobligated cash income to supplement the appropriated state funds.

Appropriated funds must comply with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations established by the Department of Finance and Administration.

Act becomes effective July 1, 2013, and is declared an emergency measure essential to agency operations.
