Appropriates $100,000 from the General Improvement Fund to the Department of Human Services - Division of Child Care and Early Childhood Education for grants to pediatric early literacy programs that partner with doctors to prepare young children for school success.

Authorizes the receiving department to accept and use grants, donations, and Federal funds to supplement state treasury funds for program financing.

Exempts appropriations from restrictions applicable to other programs currently administered and allows new rules and regulations to be adopted to carry out the General Assembly's intent.

Requires all disbursements to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, and Revenue Stabilization Law unless specifically provided otherwise by law.

Declares an emergency effective July 1, 2013, stating that delay in implementation could cause irreparable harm to essential governmental programs.
