Appropriates $75,000 from the General Improvement Fund to the Department of Human Services for grants supporting homeless shelter operating expenses, treatment programs, and equipment.

Allows the Department of Human Services to adopt new rules and regulations to implement the appropriations without restriction by requirements applicable to other programs.

Permits institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income, but prohibits using existing maintenance and general operations funds for these purposes.

Requires strict compliance with state purchasing, accounting, budgeting, and fiscal control laws unless otherwise specified by law.

Establishes an emergency effective date of July 1, 2013, to ensure uninterrupted operation of the agency receiving the appropriation.
