Establishes a maximum of 101 regular employees for the Arkansas Teacher Retirement System for fiscal year 2013-2014, including positions ranging from the ATRS Director ($174,812) to maintenance and administrative specialists.

Authorizes up to 16 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $401,765,321 from the Teacher Retirement Fund for personal services and operating expenses, including $4,473,738 for regular salaries, $294,000,000 for benefits, and $75,000,000 for a discount buyout plan.

Appropriates $905,400,000 from cash funds for benefit payments to non-employee beneficiaries ($900,000,000) and refunds/reimbursements ($5,400,000).

Appropriates $500,000 from the Teacher Retirement Fund for property renovation and maintenance expenses and declares an emergency effective date of July 1, 2013.
