Appropriates $1,000,000 from the General Improvement Fund to the Department of Finance and Administration - Disbursing Officer for grants to Arkansas Children's Hospital for personal services, operating expenses, construction, renovation, equipment, furnishings, and maintenance.

Allows Arkansas Children's Hospital to supplement state funds with grants, donations, federal funds, and unobligated cash income for financing project costs.

Prohibits the hospital from using appropriations for Maintenance and General Operations provided by the General Assembly for purposes covered by this act.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws unless specifically provided otherwise.

Declares an emergency effective date of July 1, 2013 to ensure essential operation of the agency and prevent irreparable harm to governmental programs.
