Appropriates $1,000,000 from the General Improvement Fund to the Department of Human Services for grants to organizations providing housing for the homeless.

Grant funds may be used for personal services, operating expenses, construction, supplies, and equipment related to homeless housing programs.

Allows the Department to adopt new rules and regulations to implement the appropriation, without restriction from requirements applicable to other programs.

Authorizes recipient institutions and agencies to supplement state funds with federal grants, donations, and unobligated cash income to cover full project costs.

Becomes effective July 1, 2013, with an emergency clause declaring immediate implementation necessary for essential governmental operations.
