Appropriates $1,000,000 to the Department of Education - Arkansas State Library for grants to libraries for personal services, operating expenses, land acquisition, improvements, construction, renovation, major maintenance, and equipment and supplies purchases.

Funds are payable from the General Improvement Fund or its successor fund or fund accounts.

Allows the Arkansas State Library to adopt new rules and regulations to carry out the intent of the appropriations without being restricted by requirements applicable to other programs.

Permits institutions and agencies to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing, provided Maintenance and General Operations funds are not diverted for these purposes.

Establishes an emergency clause making the Act effective July 1, 2013, finding that delay in effectiveness could harm proper administration of essential governmental programs.
