Appropriates $10,000,000 from the General Improvement Fund to the Department of Education for financial awards to public schools through the Arkansas School Recognition Program.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Specifies that funds must be disbursed in compliance with stated reasons in budget manuals, agency requests, executive recommendations, and legislative recommendations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2013, citing the constitutional one-year appropriation limit and the need for immediate funding to support essential government programs.
